To do so, the study is developed from the analysis of the capitalist mode of production development and, in addition, the consequences of this paradigm of socioeconomic (re)production towards how the urban territory is organized today. Later, the discussion will shift, starting from the socio-historical formation of Brazil and from the concept of Right to the City — how it has been thought out and secured in the conteporary reality of the country, particularly when related to urban social policiesinstituted in a context of economic crisis of capital. Ultimately, the study turns to the discussion on the conditions of origin and reproduction of the homelessness phenomenon, in regard of its general characteristics and experienced violations under the Right to the City in Brasil and, more specifically, in Natal city. Based on Critical Social Theory, this study was conducted through literature and documentary research, as well as through records of materials obtained at the meetingspromoted by UFRN Reference Center for Human Rights (CRDH/UFRN) in association with National Coalition for the Homeless (MNPR); with the project called "Human Rights and Homelessness: Does life get better?" and with Potiguar Forum of Homelessness occurred between 2013 and 2014; as well as in internship experiences between 2009 and 2011 at Specialized Reference Center of Social Assistance (CREAS) and at Municipal Secretary of Dwelling, Land Regularization and Infrastructure Projects. Furthermore — in order to the intended qualitative analysis — participant observation was conducted, as well as informal conversations in the meetings of which participated and semistructured interview with activists and professionals who work with the topic at issue, in addition to the homeless themselves. Out of it, weheld a characterization and analysis of the homeless population profile in Brazil and in Natal — in regard to its economic, political, social and cultural aspects.
