The work focuses on the analysis of action plans that were carried out by Organs federal agencies DNOCS and Sudene, as well as using periodicals, using the newspaper A Noite, from Rio de Janeiro. With this, the research allows us to perceive the way that newspapers in Rio de Janeiro worked with the term flagellate, in addition to seeing a naturalization of the term sertão by the press. In addition, the analyzed bibliographies also bring a sertão that was not so well regarded, being conceptualized as a distant place, with dry scrubland and thin people, and which had the objective of making the sertão contemporary, but there was a certain resistance. One of the objectives of the work is to show the importance of the works created to fight drought.
