It is a notifiable disease that can be transmitted from an infected pregnant woman to her fetus. Its occurrence highlights failures mainly in prenatal care. The protocols are clinical management instruments with recommendations developed to help manage a health problem. With systematized guidelines, these are shown to be an important tool for updating care practices, in order to allow for the reduction of variations during clinical practice. Therefore, the objective is to develop and validate an institutional clinical protocol for the management of congenital syphilis. This is a descriptive methodological study, for the construction of a clinical protocol, based on scientific evidence, with a quali-quantitative approach, which will be carried out from March 2022 to February 2023, at Hospital Regional Dr. Mariano Coelho (HRMC), in Currais Novos/Rio Grande do Norte (RN). The study had four main phases for elaborating the protocol: literature review (criterion validity); elaboration of the prototype of the clinical protocol; assessment of the prototype by professionals (validation); and elaboration and presentation of the final version. For data analysis, the Content Validity Index (CVI) was used, which evaluates the proportion or percentage of judges who agree on aspects of the protocol. The CVI obtained for most of the evaluation items was equal to 100%, that is, most experts are in agreement on the topics of the care protocol for the management of congenital syphilis. It is also observed that the instrument had an average score of 0.97 for agreement, which indicates high agreement between the judges and high validity of the protocol. No aspect of the protocol showed CVI below expectations (0.8).
