Social participation in local government affairs became a prerequisite for democratic development and culminated in the creation and expansion of participatory institutions oriented towards the management and implementation of sectoral policies. In the context, participatory channels called management councils emerge, based on power sharing between State representatives and civil society organizations for the exercise of social control, accountability, decision making and deliberation on public policies. Based on the relevancy of councils for participatory culture and management of public services after 30 years, the present work is a study case with qualitative approach that proposes to understand the performance of the Municipal Council of Social Assistance of Natal/RN from March 2020 to November 2021, characterized by the establishment of the COVID-19 pandemic in the capital. For this purpose, based on the methodologies of Faria (2007), Faria and Ribeiro (2010) and Cunha (2007), the institutional design was investigated through the prism of the Creation Law and Internal Regulations of the referred council; and the deliberative process through the minutes of ordinary and extraordinary meetings, which were used to assess the deliberative effectiveness of the institution on the municipal assistance policy. In addition, semi-structured interviews were carried out with representatives of civil society and the government to understand the perception of the dynamics of the CMAS operation. The results show that the institutional design has a high degree of institutionalization for the ordering of its functioning, a high degree of representation for the segments to acquire presence and a medium degree of democratization due to the concentration of powers by the position of president, which does not extend to all sectors. members. The presence of democratic effectiveness was also verified in its design, allowing the integration of different voices in the policy management process, and expanding its access. Despite these characteristics, the design of the CMAS has not been reformulated in more than a decade and does not provide sufficient information on the distribution of seats for civil society, in addition to not integrating the changes caused by the pandemic in its functioning. Regarding the deliberative process, civil society guaranteed the protagonism of the meetings and the agenda in the two years of the pandemic, with emphasis on the workers and users of SUAS. In 2020, the council achieved a high degree of deliberative effectiveness due to the prevalence of purposeful deliberations for the policy. In 2021, it measured a low degree of deliberative effectiveness due to the greater number of deliberations that were not relevant to the policy.
