Thus, the present study aims to analyze the situation of institutional implementation of the Open Government paradigm, the advances and setbacks of the theme in the capitals of Brazil, comparing with the results of the situation portrayed in 2018 and 2019. This is a descriptive research of quantitative approach, using exploratory data analysis (AED), which developed in order to analyze the level of institutional implementation of the Open Government theme in the capitals of Brazil, through the application of the Institutional Index of Municipal Open Government - IIGAM (DIAS and OLIVEIRA, 2016; Hernandéz-Boniviento, 2016). Analyzing the results obtained, it can be inferred that between 2018 and 2019, the average value of IIGAM grew 3.3%, which means a strong engagement of capitals in the development of the theme. Capital data shows that cities that were located in the low center of the ranking developed and have better results, as well as significant progress in the implementation level, since the number of cities increased at high and medium-high levels, therefore, an extremely satisfactory result of the initial mission proposed at work. The transparency dimension fell by 3.2%, which impacts compliance with the Information Access Act and on instruments conducive to accountability actions. As for its events, it was possible to identify a strong presence of capitals as retroactive, however, today a balance between capitals is identified, also presenting a strong timely presence. For participation, the results show an increase of 7.6% and 5.2% for the collaboration dimension, which demonstrates a strong State impulse in spaces and mechanisms that enable inference and public co-production.
