Given this perspective, we developed a question that guides the work agenda, for example, if the program reached only fishermen or there were other classes that compose the universe of beneficiaries? The assumptions were raised that the program had been seeing both artisanal fishermen, as other economic categories, in view of the lack of oversight and control of this policy by the state, as well as due to the actions of those involved in this grant which promoted swelling number of beneficiaries. The methodological approach for the development of this work was to develop a case study, raising the number of artisanal fishermen associated with Colony Z-9 Fishermen, registered in the Ministério da Pesca e Aquicultura (MPA) and covered with insurance benefits closures in the Transparency Portal, bibliographic material such as theses, dissertations, articles and reports. It applied also, a questionnaire containing fourteen quantitative and qualitative questions on a purposive sample of thirty-six artisanal fishermen. From the data analysis, it was concluded that there are not only being fisherfolk beneficiaries, but also other classes that do not fit the profile of the program, such as taxi drivers, shopkeepers, electricians, masons and moto-taxi drivers. There is therefore need for re-registration of beneficiaries, so keep those entitled, and at the same time, reallocating those improperly located, for other types of benefits, provided they are entitled to it.
