Thus, the public ombudsmen appear as this channel of social participation, helping the interactions of citizens with the Public Administration, leading to the interests of society, serving as a support for the adoption of a public service consistent with social concerns. Thus, the paper proposes to analyze the ombudsmen inserted in the academic sphere as a means to enable a flexible and participative management that reflects the complexity of the existing relationships in the universities, being extremely important for the development of a scenario of transparency and a community. active and collaborative university In view of this, the research aimed to approach university ombudsmen as spaces for social participation and democratic management, analyzing social participation as a prime factor for the government, public ombudsmen as a space for social voice, seeking, in particular, to present the profile of Ombudsman of the Federal University of Rio Grande do Norte. In this sense, using a qualitative approach, with a descriptive objective, using the deductive method and the techniques of bibliographic research and case study, this research analyzed the UFRN Ombudsman with a view to the elaboration of a profile of this from the data analysis in the time lapse of 2011 to 2018. Given the above, it appears that the university ombudsman enables a participatory management, serving as an indication of the quality of services offered by the University, and is a source for the performance of university administration.
