Systematic performance monitoring underpins planning, management, decision-making, and disaster response. This research conducted a Systematic Literature Review (SLR) based on 108 international scientific publications, aiming to analyze the assessment measures used in humanitarian logistics operations and to propose an integrated system of performance indicators, along with a framework model applicable to disaster response. The results reveal a predominance of qualitative indicators, weaknesses in metric definitions, data collection gaps, and unclear responsibility assignments, in addition to a concentration of studies on the response and recovery phases. Based on a critical analysis, a model was developed comprising 131 indicators, organized into the following dimensions: Environmental; Human Capital and Local Capacities; Infrastructure, Transportation and Communication; Financial and Legal; Population Assistance and Post-Event; Stock, Supply and Logistics Operations; and Governance, Coordination and Planning.
