The reversal of this situation is a major challenge for public policies facing the country and the solution passes through the continuous improvement of a resource allocation system between the units of the federation. The paper proposes an exploratory methodology to analyze the redistributive aspects equalizers and distribution of transfers from the State Participation Fund (FPE) and the Municipal Participation Fund (FPM). seeking to identify relationships between the funds received, and the results in terms of development of the regions, arguing that the objective of equalizing funds regions have not contributed to an improvement in inequality among the most prosperous states and the least prosperous of the Brazilian federation . Using data from the years between 2001 the 2014 show the evolution and importance of the transfer of the share of funds for less developed regions. The work thus it was found that there is redistributive in FPE and FPM, but it is not sufficient to reduce dependence on funds for the poorest ones in this period.
