The theme is justified by the historical importance of the education environment and by the diverse needs faced by the public of students with special educational needs regarding the adequacy of the environments to human diversity, even though there is an evident right of everyone to the quality public education guaranteed by the legislation. The general objective is the elaboration of the architectural project of a public elementary school focusing on the inclusive education of students with special needs in regular education. The target audience consists of students registered in schools in the city of Ceará-Mirim /RN and attended at the Municipal Center for Inclusion Support (CEMAI), which provided data and reports on the needs of these students, and this material is of great importance to the project process. The universe of study is an urban lot of public domain located in this city. To support the development of the architectural proposal, a bibliographic review of the key concepts and guidelines of universal design; analyzes of architectural precedents; report analysis on the specifics of future users; project process with the participation of representatives of the local education area in some stages of the proposal elaboration; and environmental comfort simulations with bioclimatic tools.
