The Neonatal Hearing Screening programs aim to identify and treat children with disabilities early and must be integrated into the Care Network for People with Disabilities. This thesis aims to evaluate the Neonatal Hearing Screening programs and the Care Network for People with Hearing Impairment aimed at children born in the cities of Natal and Santa Cruz in the state of Rio Grande do Norte. This is an evaluative research of the deployment analysis type, using secondary data. Children born in three municipal public maternity hospitals in the period 2015 to 2019 are the study population. The data sources were the databases of the maternity hospitals and the hearing health service, where demographic and social variables and variables related to access to and use of health services were collected. In the data analysis, the percentage distribution of categorical variables and measures of central tendency and dispersion of continuous variables were performed. To assess the association of variables, the Chi-square test was used with a 5% significance level. The thesis presents three articles, of which the first two refer to the program in Santa Cruz. The first evaluated the quality indicators of the newborn hearing screening program and found that of the eight indicators, only three, retest and referral rates for hearing diagnosis and age at screening completion, are within the recommended range, the others are inferior or null. The second assessed access to child hearing health services and the factors that influence access to a neonatal hearing screening program in the state of Rio Grande do Norte and found that 56 (53.3%) children attended the service, of which 41 were for the service studied, 24 completed the diagnosis and 3 had hearing loss. The mean age at diagnosis was 211 days, with a standard deviation of 155.9 days, and the duration of diagnosis was 135 days, with a standard deviation of 143.2 days. There was no statistical significance between access to health services and the distance, age and education of the mother. The third study verified the quality indicators of the three neonatal hearing screening programs and analyzed access to the Hearing Health Care Network for children in the state of Rio Grande do Norte. Universality increased over the years, but was not achieved (71.9%; 95%CI: 70.4-73.3) and the referral rate for auditory diagnosis was within the recommended range in all years (0.9% ; 95%CI: 0.8-0.9). As for access to the hearing health service, there was an evasion of 85.1% of the children and the type of referral interfered with the child's age at access. Eight children were diagnosed with hearing loss, in which seven had access to therapeutic interventions. The thesis results point to the need for improvements in screening programs both in maternity hospitals and in hearing health services, dropout is a problem and specialized assistance occurs late.
