These assets, in addition to having high value in constructive terms, still need financing for their conservation through equipment for conducting tests and employees dedicated to identifying changes that hinder activities in the processing of flights, and especially the safety of passengers and cargo during takeoffs and landings. Aiming to assist aerodrome operators in the structuring of maintenance activities, this dissertation aims to develop a proposal for a strategy evaluation model for the construction of a Preventive Maintenance Master Plan, based on a case study developed at the Airport. of Natal / RN. The proposed model is based on the analysis of pavement failures and the study of the airport's database, through two preventive maintenance approaches: systematic, and conditional. The first relies on the use of statistical tools to build a forecasting model in Artificial Neural Networks (ANN), and the second with the assessment of scenarios. The multicriteria decision analysis approach (MCDA) was used to develop the model for determining maintenance strategies based on criteria that take into account the type of pathology, technical and economic aspects of airport pavement maintenance. For this purpose, bibliographic surveys were carried out regarding the national and international air transport rules and regulations. In addition, we sought to verify the research on the themes of systematic evaluation, through forecasting models, and conditional, by parameterizing the conditions of the pavements. The research method is characterized as a case study of a qualitative and quantitative nature.
