It can be said that there are more and less vulnerable people, but we are all exposed to risk because there is zero risk. The municipality of São Luís - MA has points of mass movement risks located in areas unsuitable for housing. These sites are located in sloping areas and sloping environments, which are easy to occupy and at no cost to build homes, which facilitates the taking of part of these lands for this purpose. Therefore, the objective of this research is to analyze the social and environmental vulnerability in the city of. Considering the risks of mass movement in the area. In order to reach this goal, the research is based on the Systemic Theory, which considers the relationship of natural dynamics with anthropic activities and the methodology approached by Crepani et al (2001), which is based on the stability of the media, Tricart (1977), taking into account the overlap of the natural elements of the area through the attribution of weights that varied between 1 and 3. In addition, the social factor was essential for identifying the most vulnerable areas because they are the most exposed. In order to do so, we adopted an adaptation of the Social Vulnerability Index Almeida (2010) and Almeida, Welle and Birkmann (2016) using IBGE data (2010) that denote social disadvantage at the census tract level. were also synthesized and values ranging from 0 to 1 were also assigned. Some models were tested with the purpose of identifying the result that would best fit the reality of the study area. Based on social and environmental data, social and environmental vulnerability indexes were superimposed, indicating specific and significant areas of risk of mass movement. In this sense, from the results of this research it was possible to affirm that the environments most exposed to the risks of mass movement are located in the areas of greater population density and in specific places of the rural area. These environments are characterized by having the declivity factor as conditioning for mass movement.
