Education in Brazil and Around the world has been undergoing transformations, mainly with Regard to the challenges faced by schools in the process of implementing special and inclusive educcation, with a focus on pedagogical, structural and social issues that hinder the effectiveness of this educational policy. To this end, it adopted the right of access to education, taking as its theoretical foundation the studies of Mello Filho (1986), Tavares (2020), Saviani (2008), among others; on Special and Inclusive Education, the views of Mantoan (2003), the Brazilian Inclusion Law – LBI (2015) and regarding the challenges of Special and Inclusive Education in public school, it is based on the Ministry of Education – MEC (2001), Santos (2015) and Ferreira (2018).
