However, to define the efficiency and effectiveness of a project that aims to promote collective health, there is a need to measure its performance. The objective of the study was to propose a performance measurement system for activities in the interinstitutional communication process applied to projects in the health area. The research method is defined by an applied nature, a qualitative-quantitative approach and using the technique of the case study of the project “Sífilis Não”. The research procedure included four stages: 1) theoretical research; 2) field research, through the single case study of the “No Syphilis” project; 3) modeling the communication process; and 4) structuring the performance measurement system for communication activities focused on health promotion.
