The analysis starts from the hypothesis that a whole system of contracting non-ACL electric energy is of fundamental importance for the expansion of the energy market and maturation of the Brazilian Electric Sector (SEB) as a whole, as well as determining for the Competitiveness process Of the Brazilian industry and commerce in that it can contract electricity at lower prices than those practiced in the Regulated Contracting Environment (ACR) and, in this way, the productive and commercial sectors are able to reduce their costs. The methodology includes a bibliographical research on the SEB and the electric energy contracting market, as well as an analysis of the regulations and legislation applied in the sector, as well as the discussion of numbers and data on a contextualization and characterization of the ACL. The results point to a competitive electric energy market in the two contracting environments, highlighting a relevance of the ACL in terms of prices and contracting mechanisms, since it offers an environment conducive to an expansion of the commercialization of electricity, and a greater number of potential consumers who are able to migrate to the ACL. Therefore, it was possible to verify, based on access data to the documents and data made available in the Electric Energy Trading Chamber (CCEE), an expansion not only of the quantity of agents but also of the energy consumed and contracted.
