In order to understand how municipalities in the functional metropolis of the RMN behave when they have greater fiscal dependence on other entities in the federation, through intergovernmental transfers, a bibliographical research was carried out on fiscal federalism and also on social policies, to analyze how these policies are impacted by the structural and economic conditions of Brazil, with a greater focus on the local scope of the municipalities in the functional metropolis in the Metropolitan Region of Natal (RMN).
