Tese (Doutorado em Educação) - Centro de Educação, Universidade Federal do Rio Grande do Norte, Natal, 2023.https://repositorio.ufrn.br/handle/123456789/55161In this research, the objective was to analyze the configuration assumed by the National Student Assistance Program at the Federal University of Pará, Campus of Altamira and its effectiveness in the democratization of the students' permanence conditions, placing it in the current context of capitalism and the rise of neoliberal policies. We start from the thesis that the actions of the National Student Assistance Program, although important for expanding the conditions of permanence in higher education for students assisted by the Program, were not enough to democratize their conditions of permanence on the Altamira Campus, as it is a focused program that does not serve all potential beneficiaries, nor the multiplicity of vulnerabilities present on this Campus. As a theoretical reference, we seek to approach the approach of Historical-Dialectic Materialism by understanding that in the analysis of a social phenomenon one must consider, above all, the context from which it originated, seeking to identify its historicity, the contradictions and mediations that manifest in the totalities in which the object is inserted. As methodological procedures for data collection, literature review, bibliographic research and document analysis were used. Semi-structured questionnaires were also applied to 12 students and semi-structured interviews were conducted with managers and members of the technical staff who work or have worked in student assistance at the institution and with a student representative from the Campus of Altamira. The data were analyzed using the French Discourse Analysis. It was found that the decisionmaking actions of student assistance at the Federal University of Pará are centralized by its management at the Headquarters Campus, with the execution actions being decentralized to the Campus of Altamira, which results in the non-compliance with the specificities of local demands of vulnerable students. which in this Campus are close to 85.0%. On the Altamira Campus, the percentage of students served by the Program is low, between the years 2016 to 2020, there was an average of 43.4% of requests, considering all enrolled students and only an average of 11.0% of requests. Furthermore, only six of the ten areas of the PNAES that students would be entitled to are available on the Campus. The demand for demands necessary for the students to stay, such as the installation of a University Restaurant, was never met. There was progress in the institution's student assistance, through the creation of the Single Registry of students who apply for financial aid with an initial duration of three years, guaranteeing assistance during this period, through annual data updates, and, in the methodology used to identify the target audience to be assisted by the National Student Assistance Program.
