For that, a brief presentation of the environmental policy in Brazil and the economic instruments that compose it were carried out. Next, we analyzed the pattern of water resources collection already existing in Brazil and reviewed the history of environmental management and water resources in Rio Grande do Norte, as well as the Apodi-Mossoró river basin, taking into account also socioeconomic factors and physical resources of the spring and of the municipalities located in its surroundings. Finally, fundamental data were presented for the elaboration of a collection model, such as the volume of water granted and data on the price elasticity of demand in other Brazilian states.
