In this context, performance measurement emerges as a fundamental tool for managing operations, making it crucial to identify appropriate indicators to assess the efficiency of these operations, with this study focusing specifically on flood response. The research aims to propose a performance measurement framework to assess the effectiveness of humanitarian logistics operations in flood events throughout their lifecycle. The study seeksto understand how these indicatorsrelate to each other and can be utilized to enhance the efficiency of operations, ensuring a faster and more effective response in emergencies.
