Today, despite the historical distance from that time, we can still see the impacts of the agrarian issue in the Brazilian reality, since, with the expansion of the capitalist mode of production, the countryside came to be conceived in an exclusively economic and sectoral perspective, ignoring the limits of nature and the rural population's needs for social development, making it difficult to have adequate access to education, as well as to satisfy other human needs. Facing these challenges has mobilized social movements in the struggle for rights to be implemented through public policies for land deconcentration ownership, for the strengthening of the peasant way of life and production, in addition to access to housing, health and education, among other basic rights historically denied to the rural population. The National Program for Education in Agrarian Reform (PRONERA) was conceived with this perspective and has become an important instrument for access to rural education. However, in recent years, with the deepening of neoliberal measures of structural fiscal adjustment, several programs and actions that aimed to expand citizenship rights in rural areas were extinguished or suffered discontinuities. Considering this reality, the present work aimed to analyze the implications of the fiscal adjustment in the development of the National Program for Education in Agrarian Reform (PRONERA) in the state of Rio Grande do Norte from 2010 to 2021, based on a theoretical and methodological approach of historical and dialectical materialism, in view of the possibility of understanding the real in its totality and dialectics.
