In this sense, the National Electric Energy Agency - ANEEL adopts the Data Envelopment Analysis (DEA) technique with non-decreasing returns to scale to define efficient operating costs, which makes it a necessary step in this type of regulation. However, the perspectives of the indicators (variables), for example, still present difficulties in meeting the strategic needs of their stakeholders. Therefore, this work aims to analyze the contributions obtained in Public Hearings promoted by ANEEL from the proposition of a DEA efficiency assessment scenario for electricity transmission and distribution companies in Brazil. The present study consists of chronologically analyzing the benchmark evaluation models adopted by the regulatory body, intending to capture proposals and positions of companies and those associated with the sector. The sample used includes 43 transmission companies and 39 distributors in the segment. This delimitation was based on two criteria: 1) participation of companies in the 4th Periodic Tariff Review Cycle, due to future comparability of results, and also for 2) having an active service provision concession contract. A mapping was carried out in the literature and in the Public Hearings for the selection of variable groupings, which allows the proposition of scenarios for the execution of the DEA model. The results indicate that the unilateral claims of sector agents for the benchmarking models adopted by ANEEL can negatively interfere in the measurement of efficient operating costs, since there is a coexistence relationship between the variables and interactions between decision-making units of the model.
