Aware of the several obstacles to their realization, based on bibliographical studies, this paper presents the legal empowerment of poor people as a trend to provide more effective justice. Moreover, tied the idea of development to poverty reduction, on the premise that eradicating misery, we ensure that more individuals are able to contribute to development. Poverty is presented by showing not only its illegality as well as criminalization, confirming thereby the denial of rights.
