Thus, instruments have been created to lead public administrations towards a model of proper management of the solid urban waste generated. Solid waste management in Brazil is based on the National Solid Waste Policy (PNRS), established by Federal Law No. 12.305/2010, which has objectives, instruments and guidelines for integrated and shared management, as well as solid waste management. Inter-municipal cooperation, in turn, is governed by Federal Law No. 11.107/2005, which sets out generais rules for the Federal Government, the States, the Federal District and the Municipalities to contract public consortia to achieve objectives of common interest. In the Metropolitan Region of Natal, located in the state of Rio Grande do Norte, no public consortia were identified for the shared management of solid waste.Faced with this problem, this work dialogues with discussions about the difficulties of cooperation between federated entities, especially for Integrated Urban Solid Waste Management, as established by the PNRS. The research focuses on the debate about the challenges of inter-municipal cooperation through public consortia. This raises the following question: what are the main challenges for inter-municipal cooperation, through the creation of a public consortium for the Shared Management of Municipal Solid Waste, between the highly integrated municipalities of the Metropolitan Region of Natal - RN? The aim was to understand the factors that influence the lack of inter-municipal cooperation for the shared and integrated management of solid urban waste in the highly integrated municipalities of the Natal-RN Metropolitan Region.The research is qualitative and is configured as a case study, based on bibliographic and documentary work for secondary data, and the application of semi-structured interviews with selected actors to collect primary data.
