Methodologically, the research employs a combination of bibliographic and documentary approaches, utilizing both qualitative and quantitative methods. Data collection and analysis relied on secondary sources and an examination of legal and procedural documents governing the public procurement process. The findings shed light on varying definitions of resilience articulated in organizational studies and how these concepts apply to public procurement operations and processes. Additionally, the study evaluates the PNAE food supply chain considering Brazil’s public procurement legislation, detailing the resilience characteristics within this supply chain. The analysis encompasses practices, outcomes, and initiatives throughout the PNAE food supply chain. A framework was created to evaluate resilience and its effect on the food supply chain in the Cocais region. It is understood that a resilient supply chain is one that is able to re-establish itself after facing problems and adversity, often emerging even more efficient than it was before the impact. Conclusions point out that the organizations involved possess the potential to enhance resilience in their supply chains, paving the way for more agile responses to logistical challenges and boosting overall performance. The research highlights the importance of stakeholder collaboration, technology for monitoring, and ongoing learning as critical strategies to tackle challenges in the PNAE supply chain.
