Data collection involved documentary research, on-site observation, and process mapping, with the goal of obtaining detailed information on warehouse management processes, including stock control and material movements, as well as on the physical, legal, and regulatory environment in which they take place. The collected data were analyzed using descriptive methods, allowing the identification of critical control points, the establishment of standardized procedures and performance indicators, and the definition of guidelines for the effective management of materials under the warehouse's custody. The results are presented in a materials management manual, which contains operational guidelines and standardized procedures for process execution, enabling timely measurement of stocked items, promoting process transparency, improving control of inventoried items and reducing losses, and speeding up demand fulfillment. This improves the services provided by the warehouse and contributes to more effective management. However, it is acknowledged that the manual is dynamic, requiring constant updates to keep it aligned with organizational and public administration changes.
