One of the most notable among them is the introduction of the Municipal Plan for Basic Sanitation, an instrument that, starting from January 2018, will be a requirement for the use of federal funds for sanitation-related purposes. Given that there is still a great demand for the development of these Plans, this article intends to make an analysis of their diagnosis section– specifically its parts related to urban drainage and rainwater management. This subject is considered one of the four pillars of basic sanitation, but it still isn’t treated with as much care as the other three elements (water supply, wastewater and waste management). 21 Plans were selected, from small and medium-sized cities located in seven different states from three of the country’s regions, and were put through an evaluation based on 18 criteria established by the Term of Reference for Elaboration of Municipal Plans for Basic Sanitation, published by Funasa (Fundação Nacional de Saúde, or National Foundation for Health) in 2012. Judging from the obtained results, it was evident that the theme is still treated with superficiality – the main focus seems to usually be on describing the existent draining structures and flood-affected areas, but other important information is often not provided.
