The analysis was divided between the characterization of the Brazilian public budget, with verification of legal questions related to the federal expansion of educational institutes and universities, and the identification of possible budgetary contingency factors. The methodological perspective was based on an exploratory and descriptive research with a quali-quantitative approach. As a result, the study reveals the existence of contingency budgetary factors that directly influence the educational spaces researched.
