Natal, 2020.https://repositorio.ufrn.br/handle/123456789/51640The present monography studies the legislation of wind energy sector promotion based on the constitutional principle of equality and the reduction of regional and social inequalities, focusing on the Northeast region of Brazil. Considering these factors, the role of Brazilian legislation to encourage the expansion of the wind sector as a way to social development in the Northeast is investigated, observing the actions of the Brazilian State as a decisive agent in the implementation of policies aimed at expanding the social benefits provided by the construction of wind farms and industries. The study of inequality with a factor of social change is justified by the urgent need to reduce social and regional inequalities, since the Northeast is the most unequal region in the country. Through an exploratory research with a quantitative and qualitative approach, legislative, demographic and socioeconomic data are discussed together with a bibliographic review of the main works on the subject.
