Restrictive or more flexible rules combined with moments of expansion in the real estate market may intensify this phenomenon and its consequences. In the case of the Natal city, the capital of the state of Rio Grande do Norte (Brazil), they were motivated as being associated with three different versions of the Master Plan (1984, 1994, and 2007). Based on real estate production data, it was possible to verify that with each change in legislation there was an expansion of the average number of floors per development, especially in some areas of the city.
