This study aims to conduct an analysis of institutional practices in the adoption of open government principles in state legislative houses in northeastern Brazil. To this end, the research adopted a combination of quantitative and qualitative approaches. A descriptive and exploratory research was conducted based on secondary data (via websites of state legislative assemblies in the Northeast, the object of this study) and, through Exploratory Data Analysis (AED), the Institutional Index of State Legislative Open Government (IIGALE-Brazil) was generated, an indicator of the level of implementation of open government and the corresponding ranking of state legislative assemblies in northeastern Brazil, both for the dimensions and for the index. It was clear that, even with the overall result of IIGALE-Brazil considered “satisfactory,” the websites and transparency portals in the sample still have a long way to go in order to comply with the general precepts of the literature on open government.
