Trabalho de Conclusão de Curso (Graduação em Administração) - Departamento de Ciências Administrativas, Universidade Federal do Rio Grande do Norte, Natal, 2023.https://repositorio.ufrn.br/handle/123456789/57044The objective of this work was to analyze the challenges faced in the implementation of actions in public health of the RN, according to the planning provided in the Multiannual Plan (PPA- 2020-2023) assuming that the PPA is a mechanism of government management and that there are few empirical studies of its implementation in subnational governments, such as is in the case of Rio Grande do Norte. This is a descriptive study with a qualitative approach. A literature review of the type of scope for the identification of variables of interest for the study was initially performed. Were defined a priori, those related to the challenges for implementation of the Strategy in Public Administration: Processes, Structure and People. For data collection, an active search was carried out in the transparency portal of the state government and consultation with the planning unit of the SUS management instruments through the Ouvidoria channel, considering the principle of advertising and the guidelines established in Art. 3º of Law 12.527 - Law of Access to Information for access to management reports of PPA execution. As a result, the consolidated data for the year 2022 were obtained. It was found that the main challenges in implementation are related to the i) structure, mainly technological with deficiency of computer equipment; ii) processes, including bidding, such as low procedural qualification and delays in procedures; iii) servers, with a deficit; The budget variable also stands out, with the need for additional credits to execute the plan. The Multi-Year Plan is extremely important for the public budget, as it is a government planning instrument, however, in public health in the State of Rio Grande do Norte, as there are no tools and methodologies that can carry out analyzes and monitoring together with goals and indicators , demonstrates a fragility of the process.
