The justification for the study highlights the relevance of innovation management in the Regional Labor Court of the 21st Region as an important factor for improving the efficiency of public services. The need to overcome obstacles, such as bureaucracy and cultural resistance, is emphasized, since innovation can transform public administration into an agile, effective and accessible system. The general objective of the research is to analyze how innovation management is understood and applied in TRT21, evaluating the results achieved and proposing instruments that drive and consolidate institutional innovations. The methodology adopted combines an exploratory and descriptive approach, using quantitative and qualitative methods. Documentary and bibliographic reviews were carried out, in addition to the application of questionnaires for data collection and statistical analysis. The research is characterized as a case study method. The results indicate that, despite the existence of innovative initiatives at TRT21, such as the Innovation Laboratory (INOVA-JT21), the effectiveness of these actions is limited by cultural and structural barriers. A lack of strengthening for the training of managers and employees was identified, in addition to an organizational culture of innovation that is still in its infancy. These factors hinder the continuous and integrated implementation of these practices. As a solution, actions were proposed based on the analytical, operational and political management capacity, as well as the creation of a model for a dashboard of indicators for monitoring the components that allows capturing the trend towards innovation in the organization. The conclusions of the study reinforce that, although the agency has taken important steps towards innovation, such as the implementation of the innovation laboratory and other initiatives, the consolidation of a culture of innovation faces considerable barriers. Overcoming these barriers, especially those of a cultural nature, is important for innovation management to be effective and continuous.
