The fulfillment of the research involved data collection, analysis and interpretation of pre-existing data. The climatological data (historical series) analyzed in the research were obtained from the Climatological Station of UFRN, constituting a series of 34 years (1984 to 2017). It was necessary to analyze the water balance for the year 2014, the year of the disaster of the neighborhood of Mãe Luiza in the Natal / RN city. The climatic water balance was performed by the method of Thornthwaite & Mather (1955). The analysis results of the Natal Water Balance showed that in the months of February to August, precipitation is superior to evapotranspiration, both potential and reference. June is the month with the highest precipitation rate, a averange of 336.9 mm. On this year period the availiability of solar radiation is lower than evaptranspiration and the water balance becomes negative, starting the period of withdrawal of water from the soil. The climatic water balance for the year 2014 (year of the environmental disaster in the neighborhood of Mãe Luiza) showed that the precipitation was atypical of the average, with highlight for the month of April that it rained 81.9mm, well below the average (248.2 mm). In September, precipitation was slightly above evapotranspiration and with more prominence the month of June, which rained 538.5 mm, being above the monthly climatological average (336.9 mm), it should be mentioned that on 06/14/2014 it rained 222.2 mm, in other words it rained 41.2% in just one day. Thus, in the month of June there was an excess of 421.9 mm, 52.6% higher than the climatological average (222.0 mm).
