In this scenario, it is speculated that the degradation of the environment is historically related to the uncontrolled exploitation of resources to meet these demands. In order to guarantee environmental quality, the National Environmental Policy was established, which contains the Environmental Licensing as an instrument to achieve its objectives. In this way, the process is considered the most effective and important control technique to supervise activities and ensure the management of natural resources and actually achieve sustainable development. In Rio Grande do Norte, the body responsible for licensing activities is the Institute for Sustainable Development and the Environment. With this, the objective of this study was to carry out a contextualized and comparative analysis of the environmental licensing processes, identifying the differences in the procedural rite and in the documentation requirements. To achieve the objectives of the study, four enterprises were selected, two referring to industrial activities and two referring to tourist enterprises, taking into account parameters such as classification regarding size and polluting potential, location and type of license. A comparison of the procedural rites of the selected activities was carried out, seeking to present and understand the challenges and problems. The results showed that the process follows a standardization at first (opening of the process), but that, after the process is formed, it becomes personalized considering the characteristics of the activities where the analyst requests complementary documents depending on the specific characteristics of the activity. The documentation necessary for opening the procedure was not influenced by the framework regarding the size and polluting potential of the activity, however, the type of license yes, the location influenced the documents requested after the formation of the process. It was also possible to verify that the slowness in issuing licenses is largely due to delays on the part of the entrepreneur in delivering the documents required during the process, and that three of the four enterprises studied operated irregularly and therefore required the Regularization License of Operation.
