However, the absence of adequate cultural facilities represents a significant challenge for the community, this absence, notably in the peripheral neighborhoods, can be seen as a significant gap in the development of local culture and in meeting the cultural needs of the community. Therefore, the present work aims to develop the architectural project of a Social and Artistic Reception Center highlighting the quality of the building and for this, it seeks to identify which architectural strategies are related to the design of a Cultural Center; understand the relationship between equipment for public use and appropriation; as well as to understand which aspects determine the quality of the building, in order to apply them in the architectural design of the Cultural Center. The motivation for this work is the principle that culture is one of the basic pillars guaranteed by the Federal Constitution, with the aim of providing quality of life to citizens; and when analyzing the cultural, social and political dimensions, it becomes evident the significant lack of quality public spaces both in the North Zone and in Natal as a whole, which stimulate public life and leisure for its inhabitants, as well as offer support to the most varied cultural and sports activities that exist.
