Dissertação (Mestrado em Estudos Urbanos e Regionais) - Centro de Ciências Humanas, Letras e Artes, Universidade Federal do Rio Grande do Norte, Natal, 2019.https://repositorio.ufrn.br/jspui/handle/123456789/28294The focus of this dissertation is the comparison between two cycles of protests that, despite claiming around the same theme, the increase of bus fare in the city of Natal, addresses two distinct periods, 2005 (Public Transport Vampire Hunt and Season Hunt for Witches) and 2012 (Revolt Do Busão), in which the movement's repertoire and political narrative were quite different. In the first case, the traditional entities of the movement, with their methods of organization and action, prevailed. In the second case, in 2012, despite the repetition of the participation of traditional entities (UMES, APES, DCE UFRN), they were unable to reproduce the 2005 repertoire and not even the movement's interpretation of the transport problem. Thus, the starting question of this dissertation is: why did the 2005 protests differ from the 2012 protests? What has changed in the political and organizational context of the movement for change in the repertoire and interpretative framework of transport? The protests against the increase in bus fare in Natal in 2005 and 2012 lasted several weeks, caught the attention of the media and society, and were composed of analytical dimensions that deserve to be studied from the tooling developed by the research agenda of the collective action. The field research of this dissertation was based on interviews with leaders of these movements and bibliography about the Free Pass Movement. The methodological script was complemented by articles from the UMES collection about the 2005 protests and, on the internet, the 2012 protests. The results and discussion of this research, following the proposed objectives, analyze: i) difference between political opportunities of movements in 2005 and 2012; ii) difference between the organizational conditions of the movements in 2005 and 2012; iii) interpretative framework of the movements in 2005 and 2012.
