The same phenomenon occurs with services known as technological and/or complex. The research’s objective is to design a reference model to new technological services developments. The model’s construction was achieved through a literature review in the themes: reference models, new products development, new technological and complexes services development and a case study in a company that provides services in the energy sector at Brazil. As research procedures, were used interviews and daily observations of the crews in the company. The proposal’s structure consists in four major steps: Data Collection, Development, Implementation and Control, which include a set of activities and techniques to operationalize the proposal.
