This work is based on the perspective of the Deaf Studies in which deafness is considered as difference and denies the dis-course of deficiency and abnormality. Thus, in theoretical terms, literacy and dig-ital culture, digital technologies, accessibility and bilingual learning for the deaf are discussed. In order to reach the proposed results, a field research of the ex-ploratory type was carried out and the qualitative method was used. A question-naire was applied with open and closed questions for better understanding and understanding of the deaf participants on the TDICs and bilingual education. The analysis of the data obtained was done as follows: open questions analysis of contents and tables according to Bardin; already, the closed questions were demonstrated in graphs. From these, it was verified the contributions that the TDIC's allow for the learning of Libras and acquisition of the Portuguese Lan-guage in the written mode benefiting them by visual means. It has also been found that digital technologies are within reach and accessible to the deaf through websites, social networks and applications, however, it still needs breakthroughs.
