The purpose of this study was to study the importance of bidding as an instrument to control public expenditures and to promote efficiency in public administration and the main obstacles to its implementation within the Government of the State of Rio Grande do Norte. For the study about the bidding process in Brazil, a bibliographical research and documentary analysis were carried out, with emphasis on the study of the Federal Constitution and Law 8,666 / 93. In addition, semi-structured interviews were conducted with state public managers that work in the area of public procurement in May 2019.
