This study evaluates the healthcare coverage of laboratory procedures targeting these conditions across 167 municipalities in the state of Rio Grande do Norte, based on the guidelines established in the Ministry of Health Ordinance GM/MS No. 1,631/2015 and the Criteria and Assistance Parameters Handbook (1st Revision, 2017). Using data from the SUS Ambulatory Information System (SIA/SUS), IBGE, and ANS for the period between 2021 and 2023, a quantitative analysis was conducted to assess whether the services provided meet the population's needs. Results indicate that the availability of procedures is insufficient for most exams, except for blood glucose testing, which exceeded 100% coverage, although the reliability of the records is questionable. Furthermore, regional and structural inequalities contribute to low coverage, especially in smaller municipalities. The discussion highlights the importance of equitable and continuous access to healthcare services, emphasizing that deficiencies in primary care may exacerbate health conditions and overload higher-complexity services.
