In order to meet this purpose, the database used was the reports of the Court of Accounts of the State of Rio Grande do Norte (TCE-RN) related to the ransparency index and the IEGM of the municipalities in the state. As for the methodology, the present research is classified as descriptive, with a secondary documentary and bibliographic procedure, with a quantitative approach, applying Pearson’s correlation analysis in the data collected for all 167 municipalities in the state. Among the results obtained, the study showed that about 42% of the municipalities in RN were classified as low level of adequacy in relation to transparency, indicating band C as the highlight of the variable transparency. As for the IEGM variable, the research showed the predominance of the C+ range , reflecting that 54% of the cities analyzed are in the adaptation phase. As the main conclusion, the results obtained demonstrated the existence of a strong positive correlation between the variables transparency and IEGM, with a coefficient p= 0.8856957 as result. The study also observed that when transparency is "highly effective", municipalities that have "effective" IEGM represent the largest portion (67%), while when transparency is "effective", the IEGM of municipalities classified as "in phase of adequacy" represent the largest portion (64%). It should be noted that the unavailability of reports concerning other periods of the variable of transparency of municipalities proved to be a limitation for this research, considering that more data would be needed to present more consistent results in relation to the correlation between the variables.
