Care is everyday work that ensures the reproduction of life and addresses human needs. The discussion on the topic is a consequence of contemporary social, cultural, demographic, and economic transformations, which have led to what has been conventionally called the care crisis. For this reason, public policies have become urgent to meet growing demands and an unequal social organization. In Brazil, the topic gained more relevance during President Lula's third term in 2023, with the creation of the National Secretariat for Care Policies under the Ministry of Social Development (MDS) and the establishment of an Interministerial Working Group to formulate a Care Policy and a National Care Plan. In May, as the debate advanced under the Lula Government (2023-2026), this dissertation presents the central question: What contributions stand out from Bogotá's District Care System for Brazilian public policy, considering the intersectorality and gender mainstreaming aspects in territorial policies? The objective is to outline contributions from Bogotá's District Care System to Brazilian public policy, based on the approaches of intersectorality and gender mainstreaming in territorial policies, considering constitutive elements, formulation processes, and implementation strategies. Bogotá’s experience is innovative and useful to support not only the federal government’s initiatives but, most importantly, municipal initiatives. The research is qualitative, descriptive, and exploratory, using a case study strategy. To this end, it systematizes reference documents complemented by interviews with government representatives from both Brazil and Bogotá. As a result, it is observed that there is significant incorporation of gender mainstreaming and intersectorality in conjunction with the territory.
