Among these actions to promote health, it is planned to expand the implementation of water fluoridation systems in municipalities with existing water treatment by enabling public politcs. Despite the inclusion of fluoridation of public water supplies in the Brasil Sorridente guidelines, adherence to the other politcs strategies such as deploying teams of Oral Health and Dental Specialty Centers – CEOS and Regional Laboratories of Oral Health-LRPD, have occurred much more frequent than the first. This research aimed to investigate, in Rio Grande do Norte, how was the process of implementation of Subcomponent Fluoridation of Water Supply of the National Oral Health – Brasil Sorridente. This is a case study with two units of analysis, the state level and municipal level. For this unit, the council was selected the state that that added fluoride in theirs waters during the term of Brasil Sorridente. Thus, the study sought to identify singularities in every sphere of management, state and municipal levels, and highlight similarities and inter – relationships in contextual analysis subcomponent of Water Fluoridation NPSB – Brasil Sorridente in Rio Grande do Norte. In addition to desk research, interviews were conducted with stakeholders of the institutions involved in water fluoridation statewide, the State Department of Public Health of Rio Grande do Norte-SESAP/RN, National Health Foundation – Funasa and Company for Water and Sewage River great North - CAERN, and municipal, with agents of health institutions and service water supply, and user representatives in municipal health council. The contents extracted from documents and interviews were organized and analyzed from the speeches on the fluoridation of water supplies, seeking to identify movements / positions favorable and unfavorable, contradictions, conflicts and consensus, in order to compose the rescue textual memory institutional produced as the implementation of water fluoridation subcomponent of NBSP - Brasil Sorridente, in the state and the municipality X. The results described indicate a mismatch between the institutions involved in the feasibility of this measure as a strong similarity both within the state and the municipal context, investigated. The municipality demonstrates technical and political conditions unfavorable to carry out the implementation of fluoridation.
