The research adopts a qualitative-quantitative approach, with exploratory and descriptive characteristics, using a case study, questionnaires, semi-structured interviews, document analysis, and participatory SWOT analysis. The results show that, although the program has a basic functional structure — such as biometric kits, institutional partnerships, and trained staff — it still faces significant challenges related to connectivity, staff overload, inadequate infrastructure, and weaknesses in logistical planning. Statistical analysis of services indicates high demand for voter registration and title regularization, especially in remote areas.
