What brand of democracy instrument "time policy" for your penetration in brazilian home through which convey up and diffuse the messages of candidates and senses that underlie, making the present policy in the daily life of citizens. It is sought, here, analyze the political discourse from a character whose origins relate to the northeast, inserted in the electoral program within the FET of Hermano Morais (PMDB), demanding the Natal City in the 2012 election. The insertion of this character and the expression acquired by him has raised concern in seeking to know what the effects of meaning and how they are produced from the movements of the discourses of a popular appeal of character, set in an electoral dispute scenario. This research is justified in trying to contribute positively to the panorama of language studies in the field of electoral politics, allocating attention to the social and historical phenomena, local and regional, which are the political and social actors. Noting in this way, a strategy that can be considered a pioneer in the electoral programs in local disputes, the municipal and state levels. This research, therefore, is configured as the type case study, fits in qualitative terms with deductive approach. To make it happen, we proceeded to the bibliographic search of the works for the formation of the theoretical framework in the fields of language, speech (French School of Discourse Analysis) and politics. The procedure was also the documentary research of all electoral programs of Hermano Morais candidate, both the first and the second round, aired on television. It was selected 6 of the surveyed programs, two shifts, as delimitation of the corpus of analysis. Next was made decoupage programs (inserts), making verbatim transcript.
