So, through this plan, we investigated the relations based on the sertão and coastline at the end of the First Republic in the context of the expansion of Rudimentary Schools in Rio Grande do Norte, from the networks of influences and sociabilities by the acting manager, together with representatives of Organs state bodies, personified here in the figures of Nestor Lima, Amphilóquio Câmara, Manoel Dantas, Eliseu Vianna, José Augusto Bezerra de Medeiros and Juvenal Lamartine. With regard to application, we work from the analysis of scientific discourses in "fragments of memories" such as Ordinances, Acts, Laws, Decrees, local bibliography and Reports, which indicate the project planning, its determinations and censuses and an assiduous communication with the Department of Education of Natal. In addition, we also used the Reports of the Presidents of the Province (1926 to 1928) and the Revistas Pedagógium in issues number 1 of 1921 and 12 of 1924, to understand how educational thinking was in Rio Grande do Norte and how it encouraged the creation of a favorable space for the installation of the Propaganda Against Illiteracy Plan.
