However, a decade later, it was possible to observe the number of insolvent and liquidated Health Plan Operators (OPS), which did not have enough capital to fulfill the obligations signed in contracts with their beneficiaries, impacting the economic system and the provision of services. assistance for its participants. In this way, this research aims to understand the main characteristics and composition of a Health Plan Operator, the indexes of these companies by segmentation, modality, size and region of operation in the time interval from 2000 to 2013. of insolvent and solvent operators between 2005 and 2015 and the main reasons for liquidations. Finally, the concern of the ANS will be demonstrated regarding the approval of Normative Resolutions nº 451 and nº 518, in which they speak of the minimum requirements for attributing governance, risk management and internal controls, in addition to benefiting the regulatory capital with a 75% freeze for operators that anticipate the inclusion of RN nº 518, which comes with the aim of strengthening and reducing these companies in the supplementary health market.
