Specific objectives include reconstructing the historical and legal trajectory of unicity in the Brazilian context; presenting theoretical and normative foundations of plurality in light of international conventions; comparatively analyzing advantages, disadvantages, and dilemmas of both models; and examining a concrete case (SINDIVIGILANTES/RN vs. SINDSEGUR/RN) to illustrate practical impacts and suggest reform paths. The methodology is qualitative, based on bibliographic and documentary research: a review of doctrine in Collective Labor Law, analysis of legislation and judicial decisions, as well as consultation of ILO documents and statistical data on unionization and collective bargaining. The case study was conducted through analysis of the chronology of events, legal arguments of the parties, and administrative and judicial decisions, seeking empirical evidence of the limitations of unicity. The comparison with plurality models considered international experiences and representativeness criteria. The investigation shows that unicity, although historically aimed at cohesion, tends to produce bureaucratization, judicialization, and representational vacuums in situations of union inoperability. Conversely, plurality can expand freedom of association and foster innovation, provided it is accompanied by clear legitimacy and regulatory mechanisms.
