For this, first of all, we show a theory reflection about public policy, beyond of a synthesis of the main tourism policy, turning in successive governments, that made reference to the tourism planning by the selection of “tourist regions”, in some case denominated tourist polo that had effects in the Rio Grande do Norte, more specifically, in the region of Seridó Potiguar. The research is qualitative by the way of policies, planes and programs of tourism in a federal and local scope. From a qualitative analysis of these official documents, it can be verified that the PNMT and specifically the PRT induced the formation of the Polo de Turismo do Seridó, however, without show clears criteria of selection to the cities for their formation, that taken the region to be composed by 17 cities. In other moment, more recently, the PRT proposed the actualization of tourist Brazilian map, putting on criteria merely bureaucratic for the selection of the cities, in the case of Polo Seridó the criteria application over by their reconfiguration reducing the region to a 9 cities. The number of cities that composed the region of Polo de Turismo Seridó and their variations it’s a case between many that show the fragility of theory references methodologies of public policy in tourism area.openAccessPolíticas Públicas - Turismo.
